Larry Bates is a former member of the Tennessee House of Representatives, where he chaired the Committee on Banking and Commerce.  He is also a former bank executive who had ownership in three different banks.  In his book, THE NEW ECONOMIC DISORDER*, he states on page 61:

  As a former bank CEO, I have literally created millions of dollars out of thin air with the stroke of my pen, thanks to the fractional reserve banking system.  I then charged interest on that which I created.  If you don't pay your tithe (interest) to the world system, the banker will take your property.

On page 137. Mr. Bates says:

"Pluck From Air?"  That's  right - pluck from air.  That's how commercial banks create money.  The Federal Reserve is the engine of inflation, but commercial banks are the transmission attached to the engine.  The Federal Reserve, through the FOMC (Federal Open Market Committee), adds or renews banks' reserves from the money system.
